Fish passage at culverts and other structures is frequently overlooked as a form of habitat loss. High water velocities, outlet drops, and poor hydraulic jump pools are the most frequent forms of fish migration barriers. When reviewed on a watershed basis, fish access problems can reduce habitat availability by 40% or more, drastically reducing the natural productive capacity of a watershed. Evaluating road crossings and other natural and anthropogenic barriers requires knowledge of the target species periods of migration, and swimming and jumping capabilities at various stages of the life cycle. Quantitative evaluation and prioritization of barriers to migration contributes to a complete fish access restoration plan.
